Evaluasi Kebijakan Sistem Penjaminan Mutu Perguruan Tinggi (SPM-PT) di Universitas Mulawarman Samarinda
Abstract
The purpose of this research is to evaluate the quality assurance systems which
implemented in Mulawarman University to realize a high-quality universities in Indonesia.
Method of policy evaluation used is qualitative by using natulalistic inquiry method to
uncover the gap between standards and performance with a more directed approach to
the qualitative. Research Evaluation model used in this research is the CIPP model
(Context, Input, Process, Product) developed by Stufflebeam, which consists of four
components, namely the context of components, component input, process components
and product components. which will be used to evaluate SPM-PT policy at the University
Mulawarman. Policy of Quality Assurance System of Higher Education at the University
Mulawarman refers to the National Policy of Quality Assurance System of Higher
Education (SPM-PT), with three sub-systems, namely: (a). database of Higher Education
(PDPT) (b). Internal Quality Assurance System (SPMI), and (c). External Quality
Assurance System (SPME). Minimum Service Standards (SPM) is a technical
specification of minimum service benchmarks provided by the Mulawarman University for
the community, that need to be audited and evaluated, so in the decision-making refers
to the results of the SPM evaluation. Quality Assurance Agency program to
implementation of the SPM-PT is supported in order to promote the quality of the
academic culture. To become international standart university, we need to implement a
SPM-PT going well, and implementation of the SPMI in order to achieve its goals needs
to be recommended as follows: Commitment, Paradigm Change, Attitude, and
Organizing. The most important factors that need attention in the organization SPMI, is
that the organization was able to cultivate an understanding of the SPMI in college, which
in turn fosters a supportive attitude of all the components in the college of higher
education quality assurance efforts.
