This study aims to determine the implementation of the Zoning System Policy in New Student
Admissions(PPDB) at SMP Negeri 9 Samarinda forthe 2020/2021 Academic Year. This research
uses descriptive research with a qualitative approach. In this case the data were collected using
observation, documentation and interviews. The theory used in this study uses George C. Edward
III's theory. The results of this study indicate that the implementation of the zoning system policy
at SMP Negeri 9 Samarinda has gone well when viewed from the indicators consisting of 4 (four)
ranging from communication, resources, bureaucratic structure, and disposition. Communication
is the most important priority, because the socialization of policies to groups of facilities must be
done clearly and clearly. One of the supporters of policy implementation is community
participation.
