Abstract

Coal mining, prior to the implementation of local authonomy, was fully on the hand of the central govement, and then local goverments were given authority to handle it. The legal foundation for local authonomy still refers to Act Number 11 Year 1967 hampers most of them. Revising Act Number 11 Year 1967 on mining must be the priority in the local authonomy era. Let us hope that the regulation in this mining sector will really aspire to the local interest.
